THE DRAFT OF A NEW CONSTITUTION OF BELARUS PRESENTED TO THE PRESIDENT
At a meeting with the working group on finalizing the draft Constitution, Alexander Lukashenko said that he had already been presented with a new version of the country's main document.
- The Constitutional Commission has done some work, proposed its own options, and now a working group of specialists, created by the order of the President, is working on polishing this Constitution. And, if we speak in a popular way, he prescribes this Constitution in legal language, ”reminded Alexander Lukashenko. - I received the last version, the prescribed version, of the Constitution, taking into account our previous agreements in the working group, I got acquainted. Today we will try to talk about topics that are acute and important for our country.
Recall that the working group for finalizing the draft Constitution included the head of the Presidential Administration Igor Sergeenko, chairman of the Council of the Republic Natalya Kochanova and representatives of both chambers of parliament, as well as chairman of the Federation of Trade Unions Mikhail Orda, Deputy Secretary of State of the Security Council Alexander Rakhmanov, head of the Council's Staff Ministers Konstantin Burak, Deputy Chairman of the Constitutional Court Natalya Karpovich and Judge Olga Sergeeva, Assistant to the Head of State Alexander Kosinets and Doctor of Pedagogy, Professor Alexander Radkov.
The task of the working group was to work out fundamental issues related to the preparation of constitutional amendments. The main ones, according to the President, are the consolidation of the role of the All-Belarusian People's Assembly, the redistribution of powers between the bodies of state power, the preservation of the balance of the state apparatus, and others. At the same time, it is important, Alexander Lukashenko is convinced, not to destroy the existing system of power in Belarus.
The Head of State noted that he would also like to hear what motivated the exclusion of some articles and especially the addition of new provisions.
- I think that we will need one more meeting of the working group, and then, as promised, we will submit the version to the Constitutional Commission, - said the head of state. In the future, a public discussion of the draft Basic Law will take place, the final version of the Constitution will be submitted to a republican referendum.
The President noted that the experts of the working group did not support all the proposals of the Constitutional Commission. & nbsp; At the same time, the head of state stressed that the work on updating the Constitution of Belarus is being carried out in the interests of the majority of citizens and for them.
- But all citizens of Belarus and those who come to Belarus will have to live according to this Basic Law. Law is law, the President said.
During the meeting, the head of the working group, head of the Presidential Administration Igor Sergeenko, said that the new revised draft of the Constitution presented to the head of state is the result of a detailed, intense discussion of the draft that was developed by the Constitutional Commission. Each article of the draft was worked out by the working group, while active discussion continues. As Sergeenko noted, & nbsp; some additions and clarifications are being made even today.
At the same time, Alexander Lukashenko stressed that Belarus should remain a presidential republic.
- I am absolutely convinced that Belarus must be a presidential republic if we want to save the country. And the All-Belarusian People's Assembly is introduced not because someone from those present or the current President is directly eager for this position, but in order to ensure, as lawyers say, containment and counterbalance, the head of state said. - This is one of the fundamental things - deterrence and counterbalance, all laws and regulations are built on this.

MIKHAIL ORDA: THE DRAFT OF A NEW CONSTITUTION ANSWERS THE REQUESTS OF PEOPLE

This opinion was expressed by the chairman of the Federation of Trade Unions of Belarus Mikhail Orda.

- Our country is not only young, it is absolutely young. A quarter of a century is a very short period in historical development. But during this time, on the basis of the current Constitution, we managed to build the foundations of our state, lay the foundation for the further development of independent Belarus.
But today it's time to move on. And in the Constitution, of course, the needs that exist in society today should be reflected. That is why at the All-Belarusian & nbsp; People's Assembly in February of this year, it was decided to reform the country's fundamental law. & Nbsp; & nbsp;
Of course, the work on the Constitution is a collegial work. Therefore, legal, practical and creative approaches must be combined here.
A very large number of people took part in the discussion of the changes. Both directly from lawyers, legislators, and representatives of labor collectives, youth, public associations.
What do we see from these discussions? What is the most important thing for people today? This is the independence of our state, this is the preservation and maintenance of peace and stability, this is the stability of the state, state institutions, it is the improvement of social guarantees and opportunities for human development.
The draft of the new basic law of the country is precisely aimed at ensuring all these needs of the people. At the same time, it is important to understand how the changes made will work in practice and what result it will give in life. A very subtle, balanced and accurate approach is needed here. Because any norm of the Constitution must be subsequently implemented in legislation. And here, of course, the most important principle is not to harm: neither people nor the state as a whole.
Of course, in the future, the prepared draft of the Constitution will be submitted for national discussion. After that, the document will be submitted to a referendum, where the final decision will be made directly by citizens, - said Mikhail Orda, chairman of the Federation of Trade Unions of Belarus.
